Pikesville Armory Redevelopment Plan

On January 22, 2024, the Pikesville Armory Transformation Project marked a major milestone with its official groundbreaking, launching the first phase of a $100 million redevelopment decades in the making. Located on a 14-acre site and home to Maryland’s second-oldest armory, the project reimagines this historic campus as a dynamic civic hub for arts, recreation, education, and public gathering.


Phase one focused on restoring the Noncommissioned Officers (NCO) Club into a fully accessible community facility serving veterans and local residents. Future phases will transform the main Armory and surrounding landscape to include athletic courts, a senior center, performance and maker spaces, co-working areas, cafés, a destination playground, and expansive green lawns for events and recreation.


Driven by robust community engagement—including input from more than 1,500 respondents across 40 neighborhoods—the redevelopment is guided by a vision of inclusivity, intergenerational access, and long-term civic value. Public investment totaling more than $15 million from state and federal sources underscores the broad support for this effort, with Baltimore County committed to funding new outdoor amenities and athletic fields.


Led by the Pikesville Armory Foundation in partnership with Seawall, Onyx Development, and many design collaborators, the project reflects a future-focused approach to adaptive reuse.


The Pikesville Armory Redevelopment represents a once-in-a-generation opportunity to transform a historic site into a vibrant community asset—preserving heritage while creating new spaces for connection, creativity, and shared public life.
